Individuals who are entitled to benefits under Medicare Part A and enrolled under Part B are eligible to enroll in a Medicare Advantage plan. Medicare Advantage plans can cover Part D or not.
Medicare Advantage (Part C) plans are offered by private insurance companies that have been approved by Medicare. With these plans, your private insurance company pays a portion of your claims while you pay a copay. These plans include everything Original Medicare covers (Parts A and B) and often come with extra benefits like:

3 months before your 65th birthday, your birthday month, and 3 months after your birthday. You can apply for Medicare Parts A, B, C, or Medigap and/or D during this time. Your coverage will start no sooner than your birthday month. If you enroll after your 65th birthday, the start date will be the following month.
*** Part D coverage cannot start before Part A and/or B begins.
*** A late penalty of up to 10% may apply for individuals who haven't enrolled in Part A and/or B when they are first eligible.
The Annual enrollment period is from Oct. 15 to Dec. 7 every year, and coverage begins Jan. 1 for members who want to change or enroll in any different Medicare Advantage, Medigap, or Part D plans.
Medicare Advantage Open Enrollment Period: Provides additional opportunities to change your Medicare Advantage plan to different plans. Annual MA OEP runs from Jan. 1 to Mar. 31.
